A graduate in International Relations from Cardinal Stefan Wyszyński University in Warsaw, Law from Lazarski University, and postgraduate MBA studies in Energy and Climate Policy Management at Collegium Civitas, delivered in partnership with the Paweł Adamowicz Civic Institute.

He completed doctoral studies and defended a PhD dissertation in the discipline of legal sciences entitled “The NUTS Classification and Its Significance for European Union Law and Polish Domestic Law” at the Faculty of Law and Administration of the University of Warsaw.

He is the author of academic publications in the fields of local government law and regional policy and a participant in national and international academic conferences.

He studied in South Korea, where he completed a six-month Korean language and culture program at the Korean Language Institute of Yeungnam University.

He is a participant and graduate of political and civic programs organized by the European Committee of the Regions, the National Democratic Institute, and the School of Political Leaders.

He was a member of the team responsible for preparing the opinion of the European Committee of the Regions entitled “CoR Recommendations for Local and Regional Authorities on the Successful Design of Regional Development Strategies after 2020.”

He is an Ambassador of the European Climate Pact and a member of the Mazovian Public Benefit Activity Council.

His professional experience has been gained in both central government and local government administration.

He serves as Vice President of the Polish People’s Party in the Mazovian Voivodeship and is a member of the party’s National Council.

He has long been associated with regional self-government—serving as a councillor since 2018 and, since 2023, as Vice-Chair of the Mazovian Voivodeship Assembly.

From January 2024 to September 2025, he held the position of Undersecretary of State at the Ministry of Funds and Regional Policy.

On 16 September 2025, he was appointed Undersecretary of State at the Ministry of Energy.

A graduate of the University of Warsaw’s Faculty of Geology and Faculty of Management. He received his PhD in 1985, his habilitation degree in 2003, and the title of Professor in 2012. He is an Associate Professor at the University of Warsaw and a researcher at the Faculty of Geology, where he served as Head of the Department of Economic and Deposit Geology from 2020 to 2024.

He is currently Chair of the Council for the Management of Earth Resources, established on 10 April 2024 by the Minister of Climate and Environment. He previously served as Vice-Chair of the Committee on Sustainable Development of Mineral Resources Economy of the Polish Academy of Sciences (PAN) and is currently a member of the PAN Committee of Geological Sciences. By decision of the Prime Minister (August 2025), he is a member of the Interministerial Team for addressing and preventing risks related to sinkholes and flooding in the Trzebinia municipality and the Olkusz region. Since 2011, he has been a member of the team for developing the expert base of the National Centre for Research and Development. He is also a member of the Scientific Councils of the Institute of Mineral and Energy Economy of the Polish Academy of Sciences and the Institute of Environmental Protection – National Research Institute.

Between 1994–1997, 2001–2002, and 2003–2005, he served as Secretary and Undersecretary of State and as Chief National Geologist in the ministry responsible for the environment. He was also Director (1997–2001) at the Chancellery of the President of the Republic of Poland, responsible for energy and raw materials security and crisis management.

He has held management roles at Mostostal Warszawa and the Ekofundusz Foundation, and served as Deputy Director for Scientific Affairs and Scientific Secretary at the Institute of Ceramics and Building Materials. He has been a member of Supervisory Boards at KGHM Polska Miedź, Geofizyka Kraków, Petrobaltic, KGHM Metale, and Nafta Polska. He also chaired the Geological Council to the Minister of Environment and the Supervisory Board of the National Fund for Environmental Protection and Water Management.

He is the author of approximately 300 scientific publications in the fields of economic geology, geological and mining law, and ore deposit geology.

An engineer and habilitated doctor (DSc) in engineering and technical sciences, he is an expert in environmental protection and natural resources, as well as water and wastewater management and the energy sector. In 2000, he graduated from the Faculty of Civil Engineering, Mechanics and Petrochemistry. He also completed postgraduate studies in Financial Management and Marketing, Project Management, Energy Auditing, Gas Turbines and Combined Gas-Steam Systems, and Process Safety, and holds an MBA degree. He possesses full professional licenses for design and construction supervision, as well as energy-sector certifications for operation and supervision.

From 2000 to 2014, he worked at the Warsaw University of Technology, conducting research in environmental protection and preparing industry studies for the refinery and petrochemical sectors that formed the basis for expert opinions and technical assessments, while also teaching students. He is the author and co-author of more than 100 scientific articles and publications.

From September 2009 to August 2018, he served as Director of the Environmental Protection Office at PKN ORLEN. Between 2018 and 2022, he worked as an expert supporting the Member of the Management Board for Operations, and subsequently as Chief Operating Officer, Director of Research and Development for Alternative Energy Sources, and currently as Executive Director for Environment.

He serves as President of the Płock branch of the Association of Engineers and Technicians of the Chemical Industry (SITPChem) and is a member of the organization’s National Board. He is also a member of the Mazovian Chamber of Civil Engineers and the Polish Chamber of Civil Engineers.

Appointed by the Minister to the Construction Products Council, he has served as an Alternate Director at the European Petroleum Industry Association. He is a member of the Responsible Care Program Council, a member of the Board of the Polish Chamber of Chemical Industry, and Chairman of the Council of the Mazovia Hydrogen Valley Cluster.
